Frequently Asked Questions

1. Who or what is a Channel Partner?

Channel Partners may include engineering firms, energy service companies, energy management consultants, value add original equipment providers or their authorized agents, etc. They must have a Certificate of Authorization or be a professional engineer, certified engineering technologist, or accredited by the Association of Energy Engineers as a Certified Energy Manger or Certified Measurement and Verification Professional.

2. I don’t fall in any of the categories listed under the qualification listed for Channel Partner. However, I do have the experience in doing energy-related audits, so how can I become a Channel Partner?

3. As a Channel Partner, what do I need to apply for the ECAP?

Complete the ECAP application form and email it to us along with the Letter of Acknowledgement with all the required signatures. If all the requirement is met, then the application will be approved and you will receive a letter to proceed.

4. As a Channel Partner, will I receive the incentive payment of $3,000 as soon as the application is complete?

No. You will receive the payment within 30 business days after having submitted the Scoping Study Report facilitated the trilateral meeting.

5. As a channel Partner, do I receive the incentive payment for Phase II when I apply for the CDM Program?

The incentive payment for Phase II will be paid to the Participant (your client) upon completion of the project and verification of savings.

6. As a Channel Partner, can I submit more than one ECAP application?

Yes. There must be an application completed for each building.

7. How long will it take before I am notified if my ECAP application is approved or not?

If the application is complete with all the supporting documents, you will be notified within two business days.

8. What do I need to qualify for the ECAP?

You must either own or be a sole operator of a building with minimum 75,000 square feet of space.

9. I am a tenant with a leased space of over 75,000 square feet. Do I qualify?

ECAP applied to the whole building. Unless you are the sole operator of the building, you will not qualify.

10. The firm submitting my ECAP application says it will cost more than $3,000 to do a scoping study. How will your Program address this?

ECAP is not intended for invertment grade study, however if you would like to proceed we would contribute $3,000.

11. I am a building owner and I would like to get a detailed study of areas where I might be able to save electricity. Will the ECAP cover the cost of such investment-grade study of the whole building?

ECAP will only pay $3,000 for the Scoping Study. The cost of any additional study or audit done exceeding the ECAP requirement will not be covered.

12. What is BEAT?

BEAT stands for Building Energy Assessment Tool. It is a tool designed to provide the energy consumption profile for a particular building and use this profile to benchmark that building against industry standards.

13. Who can use BEAT?

Only Channel Partners who have been issued ECAP user name and password can use this tool.

14. As a Channel Partner, do I have to use BEAT or can I use some other assessment tool?

Completion of the BEAT survey is mandatory for the ECAP Phase I – Scoping Study. For any special consideration, pleasa call out office.

15. What is Phase I: Scoping Study?

Scoping Study is not an investment-grade study. It is an assessment to find areas of opportunities within a building where you can save electricity. The Channel Partner will identify the existing areas/systems that needs improvement using the BEAT and his/her professional judgment, and will propose solutions or measures to help you save electricity.

16. What should the Scoping Study include?

Scoping Study should include the following:
- Printout of the BEAT report
- Applicant’s cover report as per requirement outlined in CDM Program Rules - Section 13

17. What is a Cover Report?

Under ECAP Phase I, the Channel Partner (the applicant) is required to submit a Scoping Study Report, which includes the BEAT report and the applicant’s cover report. The cover report should highlight the electricity portion of the BEAT report and provide/propose solutions to reduce electricity demand or consumption. The specific reporting requirements are covered in the CDM Program Rules - Section 13.

18. When I receive the Scoping Study Report, do I have to implement the proposed solutions?

Tough we encourage you to implement the solutions, if you choose not to proceed with any of the recommendations for any reasion, we will still pay the $3,000.00 incentive to the Channel Partner.

19. What is Phase II: Project Submission Support?

This is a second phase of ECAP. If you decide to implement some of the solutions or measures proposed in the Scoping Study and apply for incentive through the CDM Program, once the project is complete, we will give additional $2,500 of incentive over and above your incentive from the electricity saving to help you offset the cost of having a Channel Partner fill out and submit your CDM application.

20. How do I apply for CDM incentive under the ECAP?

You can apply for CDM incentive under ECAP if you meet the following conditions
- Your consultant (the Channel Partner) applied for the ECAP program.
- The Scoping Study Report for your building has been submitted and accepted by the CDM Management
- Your CDM application has two or more measures (from the Scoping Study) with minimum 50kW (kilowatt) or 400 kWh (kilowatt-hour) savings.

21. The scoping Study Report that was submitted identifies two solutions (Lighting Retrofit and Lighting Redesign) with over 50kW of potential savings. Will this qualify for CDM Incentive under the ECAP Phase II?

Under the ECAP –Phase II, the application for incentive must have minimum two measures and one of them cannot be lighting related. That means you can have one measure that is lighting-related and the other one have to be something else. However, for any special considerations call our office at 416-440-0101.

22. I have a building that is approximately 70,000 square feet. Does this building qualify?

The minimum space requirement is 75,000 square feet. For any special considerations call our office at 416-440-0101

23. I have two buildings that are next to each other with a total space of over 100,000 square feet, but individually they don’t meet your space requirement. Do I qualify?

24. I don’t know who to call to help me apply for the ECAP. Can BOMA Toronto or the CDM program recommend any firms or individuals?

BOMA Toronto or the CDM Program will not recommend any particular firm or individual. However, we can help you with some names that you can call. The decision to elicit the services of a particular Channel Partner will be yours, and BOMA Toronto or its CDM Program will not assume any liability. Click here for a list of Channel Partners.

25. Will the information provided in the Scoping Study be shared with anyone else?

BOMA Toronto maintains absolute confidentiality of the participant’s information and will not disclose any such information for any reason whatsoever, and will disclose such information to its officers, directors, and employees only to the extent necessary for the performance of its obligations.
